In 1982, Dr. Badr received his B.Sc. degree from the Faculty of Engineering, Ain Shams University. In 1986, he obtained his M.Sc. degree, again from Ain Shams University. In 1990, he received his Ph.D. from the University of Nantes, France.

Dr. Badr occupied the position of Minister of Interior from February 1986 – 1990. On January 3, 2010, Dr. Badr was appointed Minister of Education. Towards the end of his life, Dr. Badr assumed the leadership position of President of the Akhbar El Youm Academy..
